При построении системы классификации были приняты во внимание вопросы, которые представляются наиболее важными с точки зрения безопасности захоронения. В настоящее время исследуется ряд проблем, связанных с классификацией отходов. Иногда, например, в национальных системах классификации используются другие классы, которые указаны ниже (в квадратных скобках); эти классы приведены здесь с целью показать, как они в типичном случае соотносятся с классами, указанными в [45]. В других системах отходы классифицируются на основе других принципов, например, по их происхождению (отходы от эксплуатации реактора, отходы переработки, отходы, образующиеся в процессе снятия с эксплуатации, и оборонные отходы). Высокоактивные отходы (ВАО) {high level waste (HLW)} - радиоактивная жидкость, содержащая большую часть продуктов деления и актинидов, присутствующих в отработавшем топливе, которая представляет собой остаток от первого цикла экстракции растворителем в процессе переработки, и некоторые связанные с этим потоки отходов; такой материал, образующийся после отверждения; отработавшее топливо (если оно заявляется в качестве отходов); или любые другие отходы с аналогичными радиологическими характеристиками. Типичные характеристики высокоактивных отходов – это теплотворная способность свыше примерно 2 кВт/м3 и концентрации долгоживущих радионуклидов, превышающие ограничения для короткоживущих отходов [45]. Долгоживущие отходы {long lived waste} - радиоактивные отходы, которые содержат значительные уровни радионуклидов с периодом полураспада более 30 лет. Типичные характеристики – это концентрации долгоживущих радионуклидов, превышающие ограничения для короткоживущих отходов [45]. Короткоживущие отходы {short lived waste} - радиоактивные отходы, которые не содержат значительных уровней радионуклидов с периодом полураспада более 30 лет. Типичные характеристики – это ограниченные концентрации долгоживущих радионуклидов (ограничение долгоживущих радионуклидов до 4000 Бк/г в отдельных упаковках отходов и до общего среднего значения 400 Бк/г на упаковку отходов); см. пункты 324 и 325 в [45]. Низкоактивные отходы (НАО) {[low level waste (LLW)]} - см. низко- и среднеактивные отходы (НСАО). Низко- и среднеактивные отходы (НСАО) {low and intermediate level waste (LILW)} - радиоактивные отходы с радиологическими характеристиками, которыми обладают отходы в диапазоне от отходов, на которые распространяется изъятие, до высокоактивных отходов. Они могут быть долгоживущими отходами (НСАО-ДЖ) или короткоживущими отходами (НСАО-КЖ). Типичные характеристики низко- и среднеактивных отходов – это уровни активности выше уровней освобождения от контроля и теплотворная способность ниже приблизительно 2 кВт/м3 [45]. Многие государства подразделяют этот класс по другой схеме, например, на низкоактивные отходы (НАО) {low level waste (LLW)} и среднеактивные отходы (САО) {intermediate level waste (ILW)} или отходы средней активности (ОСА) {medium level waste (MLW)}, часто на основе критериев приемлемости отходов для приповерхностных хранилищ. Очень низкоактивные отходы (ОНАО) {very low level waste (VLLW)} - радиоактивные отходы, которые регулирующий орган определяет пригодными для разрешенного захоронения при соблюдении определенных условий вместе с обычными отходами в установках, не предназначенных специально для захоронения радиоактивных отходов. Данная категория используется в некоторых государствах-членах; в других государствах она не применяется, поскольку любые виды радиоактивных отходов, каким бы низким не был уровень их активности, нельзя подвергать захоронению таким образом. Среднеактивные отходы (САО) {intermediate level waste (ILW)} - см. низко- и среднеактивные отходы (НСАО). Тепловыделяющие отходы (ТВО) {heat generating waste (HGW)} - радиоактивные отходы, которые являются достаточно радиоактивными для того, чтобы тепло радиоактивного распада значительно увеличивало их температуру и температуру окружающей их среды. На практике тепловыделяющие отходы – это обычно высокоактивные отходы, хотя некоторые виды среднеактивных отходов могут квалифицироваться как тепловыделяющие отходы.
